Developmen of SmartPhone Application for a Medallion Taxicabs and others For-hire Vehicles in The City on New york
The New York City Taxi and Limousine Commission (TLC) is releasing this RFP in order to contract with a software developer that will create a smartphone application (“app”) for use in for-hire vehicles. In the past, developers have created stand-alone apps without coordination with service providers or regulators. The TLC aims to take a new approach by contracting with a developer to create an app with one or more functions that would enhance the City’s for-hire vehicle services and improve both customer and driver experiences.
A contract, if any, will be awarded to the respondent whose proposal is determined by the City to be most advantageous to the City and its license applicants, taking into consideration price and other factors and criteria set forth in the RFP.
PERIOD OF PERFORMANCE: The initial contract term will be for a period of two (2) years, with a TLC option to renew the contract for three (3) separate one-year terms.
The RFP package is available for pickup beginning Friday, March 16, 2012. The RFP can be obtained from the office of the Agency Chief Contracting Officer between the hours of 10:00 AM and 5:00 PM, Monday through Friday, except holidays, at 33 Beaver Street – 22nd Floor, New York, New York 10004 or via the City Record website: http://www.nyc.gov/cityrecord. TLC Approved Resolution Alternative in Taxi Technology System
The New York City Taxis and Limousine Commission (“TLC”) hereby approves a pilot program, pursuant to Section 52C of the Commission's rules, to test alternatives to existing in-taxi technology systems (the “Pilot Program.”) The TLC was approached by Square, Inc. (“Square”) with a viable proposal for a mobile in-taxi technology system. TLC would like to test Square’s system on a pilot basis. Additionally, the TLC invites the two currently authorized providers of in-taxi technology systems, also known as the Taxicab Passenger Enhancements Program (“TPEP”), Creative Mobile Technologies (“CMT”) and Verifone Inc. (“Verifone”) to submit proposals for alternative in-taxi technology systems which the TLC may evaluate on a pilot basis. The TLC also invites other interested parties to submit, within 60 days of approval of the resolution, proposals for alternative in-taxi technology systems. TLC will select up to one additional provider to participate in the Pilot Program. All pilot participants (“Participant(s)”) must meet the durability, operational and security standards as set forth by the TLC.
TLC Long Island City Licensing/Adjudication Facility Return Schedule
Licensing:
The New York City Taxi and Limousine Commission (TLC) is pleased to announce the planned resumption of all normal licensing and adjudication services at the Long Island City (LIC) facility (located at 32-02 Queens Boulevard, Long Island City, NY 11101) on Wednesday, February 8, 2012. The facility had been closed due to a major flood.
Licensing activity currently taking place at the Woodside facility (24-55 Brooklyn Queens Expressway West, Woodside, NY 11377) will stop promptly at 11 a.m. on Friday, February 3, and as mentioned above will resume at the LIC facility on Wednesday, February 8 at 8 a.m. No new driver applications will be taken on Friday. Only renewals and credential-related issues will be handled between 8 and 11. As before, the Licensing Division is open 8 a.m. to 4 p.m. Monday through Friday excluding holidays for all driver and vehicle transactions. Base transactions are conducted between the hours of 8 a.m. and 3:30 p.m. Staten Island will continue to take applications on a walk-through basis through Friday, February 10, 2012.
Cashiers will remain available at the Woodside facility between February 3 and 7 for vehicle redemption as well as summons payment.
Office of Judgment Enforcement (OJE):
Office of Judgment Enforcement (OJE) functions, including vehicle redemption, will continue to be processed at the Woodside facility on Friday, February 3 through Tuesday, February 7, and will resume at the LIC facility on February 8.
Adjudication:
Effective, Wednesday, February 8, 2012, the NYC Office of Administrative Trials and Hearings Taxi & Limousine Tribunal will resume holding hearings at 32-02 Queens Boulevard, Long Island City, New York. Parties scheduled for hearings at this location, on or after February 8, 2012, must appear on the date and time indicated on the summons or scheduling notice.
